Only as it relates to the other racials. On it's own, 18k mana every 2 minutes is not entirely gamebreaking IMO.

Arcane Torrent now only provides 2% mana. As there was no announcement of it in the upcoming hotfixes, I thought it was a bug. However it was restoring 6% the day before, so that leads me to believe it was stealth nerfed.

We'll see if its actually an intended change.... but... Told you so! ;-)
