In MoP, in Multi-DoT fights, yes technically Haste should be your #1 secondary stat through Tier 14.

I think you meant 3051, right? It was my understanding that the 30.01% breakpoint for level 85 was at 3051, not 3151.

In my opinion, get to 3051 Haste then stack either Haste or Crit. ... Personally, I'm stick stacking Haste (but not on purpose).
