If you really want to get hitcapped, you're going to have to lose some haste (and possibly some int - but you're so far away from the hitcap it may still end up being a DPS increase).
Some possible fixes (a few of which you've already mentioned):
Buy one of the VP necks that have hit or spirit on them.
Use the Rep Haste/Hit cloak - you'll lose some int, but gain haste and hit.
Use the VP wand (hit/haste) - again, you'll lose int, but you'll gain haste and hit.
Put a real gem in your staff (can also change some int gems to int/spirit).
Use +hit on your boots instead of +haste.
There are a few places where you are reforging to haste (your staff, your shoulders, and your wand), those can be reforged to hit/spirit.
Also like you said, using the FQ over TM would give you a big chunk of spirit and allow you to reforge some away to haste. You could also get a Volcano card (instead of using FQ), and reforge the mastery to spirit.
I would suggest playing around on chardev.org with different gear setups, and see what you can use to get yourself to a comfortable hit level while still maintaining an int/haste level that suits your fancy.
