On some fights, namely stone guard/blade lord/wind lord I've been using my lvl 90 talents purely for healing purposes, usually taking cascade with a cast on tank macro. Although the missing dps from a max range halo is disappointing, the utility it provides to the raid, having a cascade fly to every single member after an Unseen Strike more than makes up for it in my opinion.
I did try using Halo instead of Cascade, and merely timing it in for strikes, but cascade seemed a lot stronger(People spread out immediately after an Unseen Strike, Halo doesn't catch all of them), especially since I can also use it for healing the Wind Step during Blade Tempest.
Tsulong 10 normal is also interesting. cascade being strong since Halo is too difficult to position, healing is pretty simple and if they can't heal it, your raid is probably doing something wrong, but how many priests with Cascade, would use Cascade in the night phase to help healers?
This stemmed from having seen the lvl90 DK talents, which offer absolutely no dps increase, instead giving utility. Also because, I was Holy priest throughout Cata, making my dps choices rather biased :P
Is there anybody else who is willing to sacrifice some of their dps to help the healers?
On Stone Guard, Halo can be iffy, due to the chance of being chained to ranged. If this happens, your Halo damage will plummet. DS is probably a better choice here, since it does a little less damage, but it is consistent.
On Blade Lord, preventing the damage is really what matters, not healing your team back up ASAP. Halo will heal people as well, and, especially in 10-man, you should be able to take up a proper position to use it at max range. Just wait for the Wind Step or Unseen Strike before casting it.
Wind Lord's damage is really not that amazing. The only way he does a lot of damage if improper dispelling on the encounter. If this is done properly, they hit like kittens on everyone. A good Halo will do SO much there.
Encounters I've chosen talents specifically for healing, are Empress, using a Halo to top off the raid after a detonation (while trying to get range on Empress still), Lei Shi, chosing DS to heal the raid during a Get Away! phase. We chose to drop this, however, since the RL preferred us using Halos on the Hide-phase, finding Lei-Shi ASAP (3 SP's will do this with ease). The last one is Heroic Will, where a good Halo will not only damage both waves of Rages (which is big, since they need to die at almost the same time to ease the soaking), but also make sure the raid gets a good amount of heals with the 24/7 gas up.
If you NEED to use you level 90 talents to heal, make sure they can still damage as well, unless your overall DPS is not the problem, but on a lot of first kills, this tends to be the issue as well ;) .
