Should I always cast SWP on move or hold off refershing DoT?

Our on-the-move filler is SWP, which deals instant damage and refreshes relevant buff. Is there a situation when I'd better not cast anything at all, because current DoT have good snapshoted stats or should I always cast on move?

If you have a ton of buffs on the previous SWP, it might not be worth it, ESPECIALLY if it's a one with UVLS
