Twins ring again, depends on the fight. Twins can allow you to have very high uptimes on Skorp, Tich, Aluriel, and Botanist with very little effort. Having only the shoulders, head, and 2 rings, I constantly switch between the two rings depending on the situation.
When I can't really proc either ring, I generally stick with Twins for the higher haste, and passive dot refresh.
However, the better you naturally are at keeping dots up, the closer to the above charts you'll probably be. If you generally have trouble keeping dots up when fights get busy, Twin's might feel much more effective.

Shadowy Insight + Mangaza's Madness
Reaper of Souls + Zeks Exterminatus
What about Fortress of the Mind for those running the belt. I realize it likely is a loss for AoE fights, but for single target or limited add fights, have you done any testing on how Fortress of the mind affects damage when utilizing Mangaza's Madness?

So, if for your current gear, you're seeing FotM work out, its possible in limited multitarget and single target than it will overcome ToF. Typically though, any time adds show up ToF pulls ahead.

I balanced up my stats and found that I had a deficit of 216 normalized stat weights if I switched from Sephuz's to Norgannon's, discounting the proc. So to see if the proc could make up this, I did basic maths on it.
The proc is 25% haste. That is 25*375 = 9375 pure haste rating. To understand if that would be better than my current legendary boots, I balanced up up the deficit divided by the pure rating, ie: 216/9375 = 0.02304
That means I need 2.304% uptime for the rating on Sephuz's to be enough to make up the raw stat difference. To put that in perspective, that's one application of Sephuz's in a 7 minute fight. The only fight I found I couldn't proc Sephuz's at all was Trilliax, although I haven't tried it on Mythic yet. Every other fight in Nighthold, my Sephuz's uptime was above this percent, and therefore a raw stat upgrade. On Botanist my uptime was over 20%, giving me nearly 2k haste rating on average.
Please note, this works for me because I'm comparing to the boots. Comparing to a legendary with a more direct DPS upgrade would be more complicated, but doable based on the understood percentages for each legendary. Also worth noting that I took 1 rating of haste to be equal to 1 normalised stat weight, this is a deliberate under estimate. I more generally count haste at 1.2 times, which would lower the required percentage further.

You are not supposed to base your talent setup on what legendaries you have or whether you have the 4 piece. Generally if you are above 50% mastery, you probably will run SL because you simply could not reach high enough crit levels at that point to run AS, without sacrificing a bunch of haste which should be between 10-12k.
Also from what little testing I have done with FoTM (I also have belt), it should never be run on anything but certain pure ST boss fights (with belt), so there are very few fights where it comes out ahead.
